I’m in the business of property management and was advised I cannot work with contractors and need to have employees. The problem with paying these guys salaries is that they are not making the deadlines. What can I do to encourage them to make the quota on time?

This might help you take some of the pain away – create a pay-for-performance compensation structure. Provide employees with a low to moderate salary and create the incentive with bonuses for quality work. Besides getting things done on time, you could build in other specific, measurable goals for the performance standards you want to achieve. I’d suggest awarding bonuses monthly to simplify the process for you but keep the motivation going for employees.

Jeannette Kraar, see comments, has that right, incentive based reward systems are the answer to this issue, and yes man different standards can be enforced when putting together such a system…a solvable issue.
